PUERTO RICO NATIONAL GUARD ARMY TECHNICIAN VACANCY ANNOUNCEMENT

COLA: 3.48% Duty Location: JFHQ-PR, G1-Education Section, Fort Buchanan, PR

AREA OF CONSIDERATION Area 1 = Permanent technicians Officers members currently employed in the Puerto Rico Army National Guard.

To prevent a grade inversion, military rank allowed for this position will be determined at the final evaluation of the vacancy announcement considering the military rank of the supervisor.

INDEFINITE: This position is advertised against a valid man-year of an employee currently on an Active Duty tour. If the employee does not exercise restoration rights, personnel action may become permanent without further competition, upon recommendation of immediate supervisor, or may be terminated at any time by management decision.

An applicant selected for an indefinite appointment will occupy a full-time position without a specific time limitation. A technician in this type of appointment does not work towards permanent tenure and can be terminated at any time with a 30-day notice. The permanent status of a current permanent employee will not change in the event of a selection for a position that is being announced as indefinite. If a current permanent employee is selected, the position will be filled as a Temporary Promotion or a Change to Lower Grade. Employee serving under a temporary promotion may not retain a grade or rate of basic pay held during the temporary promotion. Responsibilities

As a Education Services Officer, D2008000, GS-1740-11, you will supervise two or more of the following programs: education, incentives, testing, and guidance. The position serves as the principal advisor and consultant within the State and has primary responsibility for the development, management, and administration of the aforementioned programs through budget management, personnel supervision, program management, policy development, and advisory services.

Physical Demands:

The work is primarily sedentary, although some physical effort may be required. Items carried typically are light such as briefcases and notebooks although lifting of moderately heavy objects is required at times.

Work is typically performed in an adequately lighted and climate controlled office setting.

  • NATIONAL GUARD MEMBERSHIP IS REQUIRED. If you are not sure you are eligible for military membership, please contact a National Guard recruiter prior to applying for this position.
  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.

  • Participation in direct deposit is mandatory.

  • Loss of military membership will result in immediate loss of your full-time military technician position.
  • Excepted Civil Service Technicians are required to maintain a MOS/AFSC and military grade that is determined by the NGB to be compatible with the assigned technician position.
  • In order to achieve compatibility prior to effective date of personnel action, individual selected must be eligible for military assignment to a paragraph and line number in one of the following OBR 42B or 42H.
  • Individual selected for this position who is not qualified in one of the mentioned BR/CMF/MOS, MUST submit to HRO, before date of appointment, the correct military documentation to attend the technical training school required to be MOS Qualified.
  • If selectee fails to process the school application and does not successfully graduate from the school, he/she will be terminated from the technician program for failure to meet the compatibility standards and receive a 30 days' notice of separation.
Qualifications

GENERAL EXPERIENCE: Experience, education or training which demonstrates the candidate has the ability to development, management, and administration programs education, incentives, testing, and guidance.

SPECIALIZED EXPERIENCE: :Applicant must possess more than THIRTY-SIX (36) monthsof specialized experience performing or supervising duties such as planning, organizing, and directing the activities of assigned program areas; ensuring that legal and regulatory requirements are met; interacting with all levels of management and as a strategic partner in the delivery of human resource services; evaluating all services school training, examinations, college transcripts; coordinating testing sections to include ordering, receiving, accounting, and safeguarding test material with appropriate security measures; promoting educational services and activities concerning education opportunities; managing automated systems in order to set up validation strategies for reports generated from system; estimating the necessary program funds to recommend their allocation; assisting personnel with entrance and enrollment application; ensuring complete and quality resolution of discrepancies; assisting members on individual programs of study requirements.

Education

Study successfully completed in a college university, technical or vocational school may be substituted at the rate of one academic year of study (30 semester's hours or 20 classroom hours of instruction per week) for 6 months of specialized experience. Courses must be directly related to the work of the position.* Copy of student transcripts or training certificates must be included in order to receive credit for education.* Unofficial transcripts from internet or with alterations will not be considered. To receive credit for education the information must be included in the education section of the Resume.
