PUERTO RICO NATIONAL GUARD ARMY TECHNICIAN VACANCY ANNOUNCEMENT

COLA: 3.48% Duty Location: JFHQ-PR, DCSLOG, Fort Buchanan, PR

IMPORTANT INFORMATION: This position require military membership in the Puerto Rico Army National Guard (PRARNG). If you are not a military member of the PRARNG (i.e. Airman, civilian, active duty Soldier, prior service, guard member from another state, reservist, IRR, State Guard, etc.), you must contact the Recruiting and Retention (R&R;) Office at (787) 289-1400 extension 2008 or 2015 and request the PRARNG Military Basic Requirements (MBR) Certification. If the MBR certification is not submitted, or you do not meet the requirements to be a member of the PRARNG, your application will not be screened. AREA OF CONSIDERATION: Area 1 =Permanent technicians Warrant Officers and Enlisted members currently employed in the Puerto Rico Army National Guard.

Area 2 =Warrant Officers andEnlisted members of the Puerto Rico Army National Guard and personnel that meet all requirements to become a Soldier in the Puerto Rico Army National Guard. (This position requires Army National Guard membership).

First round consideration will be given to Area 1 Candidates. (Area 2 Candidates will be screened only in the event that there are no qualified or recommended Area 1 Candidates).

To prevent a grade inversion, military rank allowed for this position will be determined at the final evaluation of the vacancy announcement considering the military rank of the supervisor.

Responsibilities

As a LOGISTICS MANAGEMENT SPECIALIST (D2196000), GS-0346-9, you will serve as the developmental position for the ARNG Food Program Manager responsible and accountable for oversight of the entire state ARNG Food Service program which includes the administration of the Food Service Budget, Awards Program, new equipment fielding's, training, Army Food Management Information System (AFMIS) and inspections.

INDEFINITE: This position is advertised against a valid man-year of an employee currently on an Active Duty tour. If the employee does not exercise restoration rights, personnel action may become permanent without further competition, upon recommendation of immediate supervisor, or may be terminated at any time by management decision.

An applicant selected for an indefinite appointment will occupy a full-time position without a specific time limitation. A technician in this type of appointment does not work towards permanent tenure and can be terminated at any time with a 30-day notice. The permanent status of a current permanent employee will not change in the event of a selection for a position that is being announced as indefinite. If a current permanent employee is selected, the position will be filled as a Temporary Promotion or a Change to Lower Grade. Employee serving under a temporary promotion may not retain a grade or rate of basic pay held during the temporary promotion. Physical Demands: The work is primarily sedentary with frequent visits to ARNG Readiness Centers, dining facilities, and those utilizing the AFMIS system.

Working Environment: Work is primarily performed in a decentralized, air conditioned, and heated office. With some limited visits/work at AFMIS user sites and in dining facilities.

  • National Guard Membership is required. Acceptance of the position constitutes concurrence to wear the appropriate military uniform.
  • Males born after 31 December 1959 must be registered for Selective Service.

  • Loss of military membership will result in immediate loss of your full-time military technician position.
  • Excepted Civil Service Technicians are required to maintain a MOS/AFSC and military grade that is determined by the NGB to be compatible with the assigned technician position.
  • In order to achieve compatibility prior to effective date of personnel action, individual selected must be eligible for military assignment to a paragraph and line number in one of the following WMOS 920A, 920B, 922A; EMOS 92A, 92G, 92Y or 92Z.
  • Individual selected for this position who is not qualified in one of the mentioned BR/CMF/MOS, MUST submit to HRO, before date of appointment, the correct military documentation to attend the technical training school required to be MOS Qualified.
  • If selectee fails to process the school application and does not successfully graduate from the school, he/she will be terminated from the technician program for failure to meet the compatibility standards and receive a 30 days notice of separation.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
Qualifications

GENERAL EXPERIENCE: Experience, education or training involving judgment and/or analytical ability in the logistics field. Experience using computer and automation systems.

SPECIALIZED EXPERIENCE:Applicant must possess more than TWENTY FOUR (24) monthsof specialized experience performing or supervising duties such as maintaining oversight of facility and subsistence security; maintaining vulnerability assessments and internal control reviews; evaluating inspections and assistance visits; ensuring dining facilities and unit food services operate under regulatory requirements and interpreting and applying regulations, laws or practices.

Education

Successful completion of a full 4-year course of study in any field leading to a bachelor's degree, in an accredited college or university, (30 semester's hours or 20 classroom hours of instruction per week) for 6 months of specialized experience. Copy of student transcripts or training certificates must be included in order to receive credit for education. Unofficial transcripts from internet or with alterations will not be considered. To receive credit for education the information must be included in the education section of the Resume.
